Complicated oak Veneer - water damage

I have a desk I am refinishing, client does not want to replace the wood veneer, does not want much finish, just wants to remove the water damage. An artist will be repainting the dots after me.


Plan of action, would love your thoughts:

Light Citristrip to remove paint
Lacquer thinner
Sand gingerly 120 block
Increasingly potent Oxalic acid solution - see what we have
Wipe off with Wet rag
Finish with osmo raw matte



I am worried about the particleboard swelling and creating a mess. I am going to put a little poly down where I see the veneer coming through….

Any suggestions?
