I am looking for a 25 hp dust collector to gain around 8000-9000 CFM. Is there a company that makes one this large for indoor use? Or will I need to buy an outdoor unit?

I had one of these in 20hp and it was a good unit.
I do not believe you are supposed to have a unit above 6,000 cfm indoors. The answer is multiple units.
You are also not supposed to have a widebelt hooked up to an indoor unit.

Really? I would think those with exterior collectors are the minority. I'm not saying you're wrong, I've just never heard that one.

Had this Belfab performance curve. At an external static pressure of 11" H2O the 15HP delivers 4,500 CFM. That is a typical resistance for piping etc. This is important information to obtain when determining a dust collectors actual CFM delivery.
