I have had really good luck with the Vortex 6152C. Cuts well and quiet. Didn't last as long as I would have liked, but I would buy another when the resharpened bit is finished. My spindle is 24 h.p. but probably anything over 18 will be fine. I think the rpm's were around 14k, so most spindles will be around their peak h.p.

I've not messed with any of the Trespa, but I have cut a bit of phenolic and a ton of HPL. Carbide works alright but doesn't last nearly as long as PCD bits. I can get roughly 3-5x the life out of pcd bits as I can carbide. Of course the carbide can be sharpened, and the PCD bits are only a few dollars cheaper to sharpen (replace tips) as they are to buy new in my experience, so take that into consideration as well.

Happy New Year!
Based on our experience, PCD diamond cutters and carbide straight flutes TCT CNC router bits have delivered very good results when cutting HPL and phenolic boards.
