Im building a portable sawmill that another guy started . instead of a centrifucal clutch it has the lever and tensioner wheel . but with zero tension on the belt and kinda hangin you cant turn the wheel and not turn the motor. the shaft is I think 33 milimeter just under 1.5 " there would be no stopping the blade and I havent found that size centrifical yet. My Question is .How do you make the tensioner wheel setup release properly?

If I understand your situation correctly, you are looking to use an idler to engage and disengage the drive. To do this requires the belt to be supported at the driven pulley, so that when tension on idler is released, the belt is held just clear of the belt groove (with a close strap like guard?) The slack in the belt must be guided to clear the driver pulley as well. If you were to look at an older combine (MF300 or JD45) you probably would see a similar arrangement. Hope this helps
